We call it a step and it is mostly used by children. A short time we saw adults in the street like your photo, but it didn't last long. I think men felt a bit childish though.

This is indeed a trottinette, in Dutch 'autoped' or 'step', in English 'scooter'.
You see them more and more in the cities like Amsterdam.
I had one in the fifties of the last century, see my blog under the label 'Memory Lane'.
Nowadays they are much smaller....

Trotinette for sure. I always thought these things looked really dangerous with that little wheel in the front. A bigger wheel would absorb more bumps, I think. But I guess then it would look like a kid's scooter.

trottinette ou patinette. lot of people go to the office with a patinette, and fold it when it rains to take the subway! cleaver, isn't it (but also a little ridiculous)!

Trottinette of course. What a great catch. Sometimes adults use them for themselves but sometimes their kids use them when they go to school and when the parents go home they take the trottinette back with them (and use it of course)
