I'm really not sure what I am seeing here. Maybe the idea is just to take it in, and not overthink it? I think I'm supposed to see sand swirls, but I'm going with cake frosting!!!

Perhaps it is a simplified version of a prayer labyrinth -- I can see lighting a candle after completing the prayer circle.
I hve seen sand holding candles in France I think but this design is lovely!!
Interesting way of displaying the candles!!! Quite lovely, and practical too!!!
