    This 'ornamentation' looks like it is on the barrel of something 'military', so I will guess over by Les Invalides. This is a wild guess!

    Ah, you guessed - bravo! These are the beautiful canons in the courtyard of Hôtel des Invalides. There are different styles and the artistry is amazing. Don't you love that verdigris green?
