Well, I believe that the "W" which is on the premier étage from this side of the building is really the rez-de-chaussée on the other side. This matches up with Willi's Wine Bar (13, rue des Petits Champs) which has a painted blue (same shade of blue) entrance. Some research shows that the owner is British, Mark Williamson.
As a point of interest, there are not many "W" names (or words) in French. The "W" names are usually from the Saxony region or are English, German, or Dutch.
Great advertisement for "W", whoever or whatever that is. :-)
